ELECTION GUIDELINES

National Elections Commission
UNITED NIMBA CITIZEN COUNCIL (UNICCO)

Pursuant to Article V Section 1 of the UNICCO National Constitution (revised and adopted 2/27/05), the following guidelines shall govern the 2006 General Elections.

I. THE ELECTIONS COMMISSION
Members of the elections commission are:
1. Mr. Mohammed Keita, Chairman
2. Mr. Ernest Johnson, Co-Chairman
3. Mr. Dehpue Zuo, Secretary
4. Mr. Charles Coleman, Financial Secretary
5. Mrs. Betty Karpue, Member
6. Mr. Lawrence Barbell, Member
7. Mr. Rufus Saylee, Member
8.Mr. Peter Wordsworth, Member
9.Mr. Anthony Kruah, Member

II. ELECTIONS CALENDAR:
The following shall constitute the UNICCO 2006 electoral activities:

2.1 Application for elected positions shall begin Monday, February 6, 2006 and ends on Monday, February 20, 2006 at 12 Midnight. No application will be accepted after 12 Midnight EST;

2.2 Names of qualified candidate shall be published on Wednesday, March 1, 2006. Each applicant shall receive official approval or denial letter from the commission on or before the above date;

2.3 Official campaign activities will begin on Thursday, March 2, 2006 at 12 Midnight until Saturday, May 27, 2006 12 Midnight EST;

2.4 The General Elections shall be held on Sunday, May 28, 2006 in Atlanta Georgia. All polls will open at 9:00 AM and close at 5:00 PM;

2.5 Vacancy: The Commission shall accept application for the following positions:
National President
National Vice President
Chairman of the Board
National General Secretary
National Treasurer/Comptroller

III. APPLICATION PROCEDURES:

3.1 All applicants or nominees must submit a letter of application, passport size picture along with a Resume;

3.2. Each applicant shall obtain letter from his/her local chapter certifying that the applicant is a "member in good standing" (please refer to Article V, Sec 2a,b,c). If the applicant is a chapter president, he/she must, in addition to the Clarence, obtain a letter from the local chapter's Board validating the Clarence;

3.3 A fee of $15.00 shall be assessed on all applicants. All fees must be received by the Commission on or before March 1st, 2006. All fees must be paid in cash or postal money order drawn in favor of UNICCO. (No personal checks);

3.4 No person shall hold elective office in UNICCO while running for elected position;

3.5 Commission authority: No applicant shall be considered a candidate unless he/she meets all of the requirements listed above, (Article V, Sec. (a); Article VIII sec. 2.) and is duly informed by the Election Commission through a certified mail. No persons/supporter shall campaign or engage in campaign activities without being duly registered and certified by the Elections Commission;

3.6 Violators of the Elections Guidelines shall be disqualified upon investigation by the Commission;

3.7 A fee of $5.00 shall be assessed on all voters

3.8 Counting of results: The counting of ballot will commence immediately after
the poll. All candidates are required to send one representative each as an observer in the counting room for transparency and accountability;

3.9 Preliminary result will be announced after counting of the ballots. Final announcement of will be made seven days after the polls.

IV. QUALIFICATION

President and Vice President

Candidate/nominee for the position of President, Vice President, must be a bona-fide member in good standing with his/her local chapter;

Must have served in his/her local chapter for more than one year and demonstrated familiarity and proven track record of commitment to the goals and objectives UNICCO;

Have experience working with multicultural environment with excellent administrative, communication and organizational skills;

Must have attended the last General Conference prior to election and regularly working with local chapter.

National Board Chairman

Candidate/nominee for the position of National Board Chairman must be a bona-fide member in good standing with his/her local chapter;

Must have served in his/her local chapter for more than one year and demonstrated familiarity and proven track record of commitment to the goals and objectives UNICCO;

Have experience working with multicultural environment with excellent administrative, communication and organizational skills;

Must be in attendance at the General Conference during the day and place of election;

Must be organized to take lead in working with other people, understand team work to preside over the assembly; have knowledge of board policy-making.

National Secretary General

Candidate/nominee for the position of ational General Secretary must be a bona-fide member in good standing with his/her local chapter;

Must have served in his/her local chapter for more than one year and demonstrated familiarity and proven track record of commitment to the goals and objectives UNICCO;

Have experience working with multicultural environment with excellent writing, documentation and organizational skills;

Must be able to set up membership and donor data base for the organization;

Must be in attendance at the general conference during the day and place of election.


National Treasurer/Comptroller

Candidate/nominee for the position of National Treasurer must be a bona-fide
member in good standing with his/her local chapter;

Must have served in his/her local chapter for more than one year and demonstrated familiarity and proven track record of commitment to the goals and objectives UNICCO;

Must have finance/accounting experience and able to prepare and interpret financial report for members, donors and the board. Must have knowledge of budget, and able to prepare, review and control internal cash transaction;

Must be in attendance at the General Conference during the day and place of election.

V. VOTERS' RESPONSIBILITIES

4.1 All votes shall be cast by secret ballot;

4.2 All voters must be registered members within their chapters of residence;

4.2 Voters name must be listed on the official roster of his/her local chapter to be
eligible to cast ballot.

VI. GRIEVANCE(S)

Any protest, complain, or grievance must be submitted to the Election Commission.

VI. VOTERS’ EDUCATION

6.1 Teller conference will be organized by the Election Commission in order to give voters the chance to ask questions on issues relating to the conduct of the elections;

6.2 Pamphlets will be mailed out to local chapter leaders to help memberships in understanding the procedure of the elections.
